In the aftermath of the events of the first film, Detective Won-ho (Cho Jin-woong) is still haunted by the death of his partner and is determined to bring down the drug cartel responsible. He soon discovers that the cartel's leader, "Mr. Lee," is still alive and is hiding under a new identity. Won-ho teams up with Brian (Cha Seung-won), a former member of the cartel who is also seeking revenge, to track down Mr. Lee.
Meanwhile, a new player emerges on the scene: a ruthless and powerful figure known only as "Big Knife" (Kim Dong-young). Big Knife is determined to take over the cartel, and he will stop at nothing to eliminate anyone who stands in his way.
As Won-ho and Brian close in on Mr. Lee, they find themselves caught in a deadly game of cat and mouse. They must use all their skills and cunning to survive and bring the cartel to justice.
